David Shpigler's Bio:
David Shpigler serves as President of The Shpigler Group, a strategy management-consulting firm focused on the utility sector. David has worked with a variety of utilities in solving complex issues involving strategic assessment, market analysis, business case development, economic evaluation of network design, and industry benchmarking. David is well known within the utility and smart grid arena, publishing research studies with such industry associations as EPRI, EEI, UTC, APPA, NRECA, and NRTC.
David Shpigler is an experienced as a business strategist with a demonstrated history of working in the utility industry. He has worked with over 200 utilities of all types - investor owned, municipal, and cooperative - to help drive decision making using detailed research and fact-based analysis. Has supported clients through a wide variety of studies, including benchmarking, smart grid analysis, AMI implementation, distributed energy resources, cost of service studies and rate analysis, and distribution automation analysis.
Over the years, David Shpigler has led dozens of major research efforts on analyzing opportunities in the smart grid arena, including: Understanding the Smart Grid: from Definition to Deployment, a study that lays out various approaches for electric utilities considering pursuing a smart grid strategy; Smart Grid Economics: Making the Business Case for Smart Network Technology, a report that drills into the elements of the business case for electric utilities evaluating the economic, technical, and operational considerations of smart grid deployment; and Distributed Generation and Energy Storage Systems in a Smart Grid: Characterization and Analysis, a paper that looks at the issue of bringing distributed generation and energy storage into a smart grid environment.
Some recent projects that David has been involved in include:
Conducting study on data center practices among U.S. utilities on behalf of Japanese utility. Gathered information on practices of U.S. utilities related to operation of data centers for IT systems, OT systems, and the relationship between the two. Identified industry trends and reported on best practices.
Leading effort to drive procurement for municipal utility engaging in voltage management. Established purchasing requirements, developed the vendor RFP, led the efforts for vendor evaluation, selection, and contracting.
Conducting study on Enterprise Asset Management and Enterprise Resource Planning systems on behalf of Asian utility. Helped evaluate issues related to covered systems, vendor selection, implementation planning, and standards compliance.
Developing a set of full-day educational sessions on behalf of statewide water utility association. Developed materials for the benefit of water system operators to highlight key issues and trends within the industry. Key areas of focus included infrastructure condition, personnel capabilities, meter data management, water quality, customer communications, and operating practices and costs. Facilitated discussion among system operators and highlighted case studies.
Developing research study to evaluate emerging trends in advanced technologies that promise the reshape the utility industry. Conducted research to cover data analytics (Internet of Things, big data, digitization, robotics/drones), advanced distribution automation (feeder gateway temperature monitoring, synchrophasors, line temperature monitoring, phase and load balancing), and emerging technologies & communications (variable demand, energy management systems, distributed generation).
